It’s not Etsy anymore, it’s Walmart.com without the customer service. Any foreign seller can list their junk without accountability. They knowingly allowed a fraudulent (Chinese) seller to continue operating even though the seller had refused to issue a refund for a couple hundred dollars. The seller had promised the refund in writing on the Etsy site. Walmart or AMZ guarantee their purchases. Etsy does not.
