Received two fine letters AFTER the date to appeal. Had problems registering my French car with them. Their web site/pages extremely user un-friendly, not working satisfactorily. This is as close to a fraud/scam as you can get. No information about this “tax” given to you at port, or on road signs. Someone (Sadik Khan) needs to be held to account.
