This is a scam “license” propped up by rental car companies. I had to sign up for one to rent a car I reserved. After being informed of this at the rental car desk, I signed up for and paid for immediate service but did not receive the license, then the website suggested I could get the license immediately for more money. It took 2 hours to get my rental car waiting for this “required” license and then in the end they said I could just send it to them whenever I received it. So it’s just a way for e-ita to make money for nothing.
