This is not a 100% scam, however they don’t make any reservation immediately with the airline, so if you are hurry or need the flight for same day or next, DON’T go with this people, it will make loose your time. They will call you back with “unfortunately” the Fare xxx is no longer available bla bla bla, and the then the real cost will come… and if you dont have a computer or current price list next to you (to compare) they will offer you 2 times higher.
