The after paying the 1 EUR, the report came back with “no significant history found” – so basically a scam by itself, but 1 Euro is not enough to fight for, which I realized was probably their business model. After some time, they unsuccessfully tried to charge my card WITH DECREASING amount, hoping that the card was declining payments due to insufficient funds. 100% illegal and total scam, reported to VISA and EU OLAF.
