This is an ABSOLUTE scam and it is very clear at this point that Track17 maybe that they take your money and claim the packages have been shipped and use Track17’s false “tracking” information to keep you from immediately getting your money back from the credit card company until you forget about it or they have time to leave town with the money before the credit card company can get the money back from them.
